Improvements

XVI-12239	UI	Enhance display of Cancel button on Transfer Request List page.
XVI-12650, XVI-12710, XVI-12764	API, UI	Enabled supervisors to create transfers for multiple sites with the following actions: Transfer Request List page contains checkbox column, To column, Transfers selected, Action and Messages (Cancel/Send); Refresh button. User must have VenuesInventory.TransferRequest.Manage permission Transfer Request detail pages contain new status page with To/From dropdowns, Open (draft) status page, Pending/Completed/Rejected/Void/Canceled status page.
